In today`s grain industry, the flow of grain is unpredictable, but there are usually periods when cereals do not flow, which is a good time to take lunch breaks. IP employees are normally assigned to an elevator in a team of two and have taken advantage of their discretion in the past by pausing on when they would mate during a slow grain flow or in agreement with their counterpart. The parties have different proposals for the duration of the revised agreement. The employer proposes a four-year period, while the PSAC argues for a three-year contract. The same goes for separate agencies. The employer believes that the same duration should be included for the TC group. That is the appropriate term for this agreement at this stage, given the known factors. The employer argues that the agent`s proposal does not reflect the current bargaining model in the federal public service. In this context, and in accordance with the recently concluded/signed CPA agreements, the employer believes that it would be appropriate for the Commission to recommend that the meal allowance be increased to $12 ($12.00) in order to comply with other CPA groups. In all agreements reached to date, average annual growth is 2.0% per year over four years before the composite effect is calculated. It takes into account economic increases of 2%, 2%, 1.5% and 1.5%, as well as increases of 1% targeted over the duration of the agreements. This amendment to paragraph 34.07 would provide for better alignment with paragraph 28.02 (a) on overtime pay. The proposal provides that compensation may take the form of compensatory leave between the worker and the employer.
This clause already applies to section 28 (overtime) and section 32 (designated paid leave). TBS successfully entered into collective agreements for 17 CPA groups with 11 negotiators. These 17 collective agreements involve workers represented by some of the major bargaining partners, including PIPSC, CAPE and ACFO. While the employer has expressed its willingness to commit to this proposal, the negotiator has declared a deadlock at the March 2019 discussion before the parties reach an agreement.
